16. The applicant’s brief must include:

(1)  the facts and exhibits to be invoked;

(2)  the questions of law at issue;

(3)  the number of witnesses and the list of the expert evidence to be produced;

(4)  the conclusions sought;

(5)  the time required for presenting evidence and arguments.
